Elkin’s top administrator was glee over a series of accomplishments achieved by Elkin during the course of the last year.
“We have plenty of projects that were completed, but it’s important to note that many others are ongoing,” said Elkin Town Manager Lloyd Payne.
Economic Development and Main Street
Elkin received the “Great Places in the Making” award in 2013. The town also continued the Façade Grant program, and successfully rolled out a mural grant program.
The town had successful applications to the North Carolina Rural Center for building reuse, new generation careers and built asset assessment programs.
The town had successful application to the NC Tobacco Trust Fund for a farmers market structure. The matter requires the town to repave its parking lot, a topic officials will need to consider during the next budget negotiations.
The town had successful applications for sewer repairs and expansions for Pittsburgh Glass Works requirements and growth.
The town indicated that it provides support of existing industry growth in manufacturing, hospitality and medical services through employment expansions.
The town had a successful application to the N.C. Department of Transportation enhancement program for scenic byway and tourism asset signage.
The town experienced successful promotion of the Elkin and Yadkin Valley area to see an average tourism occupancy tax revenue increase of 15 percent on each month from the previous year (last 17 months).
The town increased its public relations profile of Elkin and the surrounding area through PR outlets in and around North Carolina, including increased exposure through Our State magazine promotions and PR.
Planning and Airport
“For the airport, we have received two grants — $535,000 (10.1 and 10.2) — specifically for the total replacement of the safety lighting system at the airport. In addition to that, we have just received another Vision 100 Grant for $150,000 (11.1),” said Payne. “We are in the final steps of design and the ground survey has begun. The project will be in full swing by June 2014. Any grant monies not used for the lighting project will go toward completion of the runway extension at the west end of the runway (25 end). Our runways are numbered 25 east and 7 for the west.
“With code enforcement, we continue to move forward with demolitions and fire training, when available. Temporary signs will continue to be our focus to step up enforcement,” he said.
Payne stated that seven roads were paved in 2013 — Aaron Road, Bonaire Road, Catawba Street, East Manor Ridge, Reeves Lane, Sunset Avenue and Yorkfield Drive.
More than 60 residential meters were replaced to promote more accurate water usage and ensure proper billing.
Storm Damage Response picked up more than 315 loads of tree/limbs during June and July due to storm damage.
Elkin also painted the West Elkin Water Tank in 2013.
Recreation and Parks
Payne said that the Over Mountain Victory Trail Park Extension was complete, along with the Stream Bank Restoration Project.
The pool filter replacement has been completed.
According to the town manager, Elkin Valley Trails Association (EVTA) E&A Trail Improvements 268 Bridge Project is complete.
EVTA E&A Trail Improvement Trail Section #1 and #2 have been completed.
EVTA E&A Trail Culvert 1 and 2 are complete.
EVTA E&A Trail Maintenance Access is complete, Payne indicated.
